"Study on the strategic use of public procurement for innovation in the digital economy" - SMART 2016/0040

Objectives and description
The
Directorate-General Communications Networks, Content and Technology of
the European Commission has published a call for tenders for the
provision of a "Study on the strategic use of public procurement for
innovation in the digital economy" - SMART 2016/0040.
The purpose of the study is:
· to
develop an approach that enables systematic measuring and monitoring of
the progress across different countries in Europe on implementing a mix
of policy measures to encourage innovation procurement,
· the
aim is also to collect based on this approach for the first time
qualitative and quantitative evidence about the implementation progress,
good practice cases and remaining barriers still to be addressed.
This
shall be done in a way that enables to benchmark progress in a
comparable way across different countries, across different areas of
public sector activity and across strategic expenditure categories, in
particular ICT,
· the
objective is also to provide guidelines for integrating such an
exercise in the future into existing relevant European yearly
scoreboards and benchmarking exercises, in particular the Digital
Economy and Society Index (DESI) and the European Digital Progress
Report (EDPR) for the ICT sector.
Eligible participants - Minimum conditions
To natural and legal persons
from one of the EU Member States and to all natural and legal persons
in a third country which has a special agreement with the European Union
in the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated budget for this service contract is 400 000 EUR.
The duration of the contract is 26 months and is not subject to renewal.
Deadline of proposals' submission
The deadline for submission of tenders is 28 February 2017.
Tenders may be submitted in one of the following ways:
1. either by registered post or courier services. In
this case the post office stamp or the date on the slip issued by the
courier service will constitute proof of compliance with the deadline,
2. or delivered by hand in
which case a receipt must be obtained as proof of submission, signed
and dated by the official in the Commission's central mail department
who took delivery.
