Objectives and description

Eurostat has published a call for tenders for “Development work (pilot studies) for FDI statistics based on the ultimate ownership concept and FDI statistics distinguishing greenfield FDI transactions from FDI resulting in takeovers” - ESTAT/G/2017/002.

This invitation to tender covers development work (pilot studies) for foreign direct investment (FDI) statistics based on the ultimate ownership concept and FDI statistics distinguishing greenfield FDI transactions from FDI resulting in takeovers.

 

The aim of the development work (pilot studies) is to:

1) establish the conditions, including the methodological framework to introduce new data collections on:

— ultimate investing country (inward FDI),

— ultimate host country (outward FDI),

— greenfield FDI transactions vs FDI resulting in takeovers (both inward and outward FDI);

 

2) assess the costs of the related data collections;

 

3) assess the quality of the statistics;

 

4) assess the cross-country comparability.

 

The main tasks are:

1) task 1 — preparing the pilot studies;

2) task 2 — ongoing assistance to participating countries during the pilot study phase;

3) task 3 — evaluation of the pilot studies.

 

Eligible participants - Minimum conditions

To natural and legal persons from one of the EU Member States and to all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration

The estimated budget for this service contract is 300 000 EUR.

 

The duration of the contract is 24 months and is not subject to renewal.

 

Deadline of proposals' submission

The deadline for submission of tenders is 5 May 2017, 17:00 CET.
