Objectives and description
The
Consumer, Health, Agriculture and Food Executive Agency of the European
Commission has published a call for tenders for the “Organisation
and implementation of training activities in non-EU countries to
improve and strengthen the SPS framework under the ‘Better training for
safer food’ initiative” - Chafea/2016/BTSF/10.
The
aim of the tender is to improve and strengthen the Sanitary and
Phytosanitary (SPS) framework to allow better production, processing and
trade of safe food, healthy animals and plants under the “Better
Training for Safer Food” initiative. This call is launched in the
framework of the Better Training for Safer Food" initiative.
The services required involve a number of diverse tasks to be fulfilled:
1. the organisation of workshops, at national or regional level, on a topic to be defined,
2. the
organisation of sustained training and assistance missions, either as
stand-alone interventions or as a series of multiple interventions in a
non-EU country on a topic to be defined.
During the first phase, the total number of participants in the workshops will be approximately 770 globally
(with an average of approximately 55 for each workshop) of which the
estimated number of supported participants will be at least 540 globally
(with an average of approx. 40 for each workshop).
An overall total of 385 days of missions is to take place in a maximum of 15 selected non-EU countries during the project lifetime.
The same training programme must be implemented during the second phase.

Eligible participants - Minimum conditions
Natural and legal persons
from one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The maximum contract price is 4.800.000 ?.
The maximum volume for the duration of the first phase is 2.400.000
? (representing training price for 540 participants for task 1 and
implementation of 385 working days for task 2 and contingency).
The same maximum volume of 2.400.000 ? (representing
training price for 540 participants for task 1 and implementation of
385 working days for task 2 and contingency), shall apply for the second phase, should the contracting authority request so and subject to the relevant budget availability.
The total duration of the tasks is 48 months.
Deadline of proposals' submission
The deadline for submission of tenders is 12 May 2017.
Tenders may be submitted in one of the following ways:
1. either by courier services. In this case date on the slip issued by the courier service will constitute proof of compliance with the deadline,
2. or delivered by hand in
which case a receipt must be obtained as proof of submission, signed
and dated by the official in the Commission's central mail department
who took delivery.
