"Political participation and codetermination of the younger and older generations in Europe” - PPPA-2017-GEN-SOL-AG
Objectives and description
Pilot projects (PP) and Preparatory Actions (PA) introduce new initiatives that might turn into standing EU funding programmes. A Pilot Project is an initiative of an experimental nature designed to test the feasibility of an action and its usefulness and lasts not more than two years. A Preparatory Action - normally the successor of a successful pilot project on the same matter - is designed to prepare new actions like EU policies, legislation, programmes etc. with funding for not more than three years.
The Directorate General for Research and Innovation has published a call for proposals for the Preparatory Action Grant under the topic of "Political participation and codetermination of the younger and older generations in Europe” - PPPA-2017-GEN-SOL-AG.
The aim is to coordinate research and networking activities, and promote dissemination and use of knowledge as regards the political participation of seniors and the young in EU Member States, and social dialogue with a view to intergenerational solidarity.
Objectives pursued are to examine:
- how, where and to what extent representatives of senior and young citizens participate or are consulted in the policy making process
- how well they can articulate their interests in order to contribute to policies concerning the sustainability of social security and health care, and policies which promote employment.
Expected results should include:
- Advocacy and policy recommendations as regards greater inter-generational solidarity in social dialogue.
- Provide an overview of the current needs for strengthening existing initiatives of contribution of youth and seniors' organisation to national and regional social dialogue processes.
- Propose feasible options for EU level policy intervention fostering initiatives and support that could be provided by EU – in accordance with subsidiarity principle.
- Propose options on awareness-raising targeted at stakeholders of existing initiatives to create best practice exchange and networking, policy makers, experts.
- Develop policy briefs with policy recommendations tailored made to social partners and policy makers. These should highlight ways of advancing in the integration of youth and seniors' councils and organisations into social dialogue.
Geographical coverage of activities and best-practices analysed should extend to at least 5 EU Member States.

- Awareness and dissemination actions
- Actions aiming at the creation and improvement of networks, exchanges of good practices
- Research activities
Eligible participants - Minimum conditions
Types of Entities
- any legal entity established in a Member State or associated country, or created under Union law
- any international European interest organisation.
Budget and duration
The total budget earmarked for the EU co-financing of projects under this call is estimated at EUR 600 000.
The Commission expects to fund 1 single proposal.
The duration of the Action is no more than 12 months.
Deadline of proposals' submission
The deadline for submission is 29 May 2017.
Exceptionally proposals must be sent on paper, there is no electronic submission for this call.
