Objectives and description


The European Defence Agency has published a call for tenders for the “Modelling and simulation methodologies for coalition operations research MODSIMMET.” - 17.CAT.OP.032

 

The objective of this study is the analysis and acquisition of better understanding in the derivation of the increasing benefit of the application of data farming and war gaming supported by artificial intelligence in the application to coalition operations research. The dynamic interaction among friendly, adversary, and other forces as a critical element of C2 representation has to be researched through these methodologies. It has to be well understood and analysed in order to help the operational decision makers rapidly examine and evaluate large amounts of information with regard to complex situations and with several interdependencies and an increasing number of parameters that are difficult to handle without the support of specific methodologies.

 

The case of Hybrid Warfare has been selected as a complex state of affairs example that should be analysed in detail in this study. The best methodology to support the Coalition Operational Planning for this kind of conflicts, from the European perspective, should be chosen and analysed specifying the need to develop a specific tool or the appropriate use of existing COTS.

 

Eligible participants - Minimum conditions


Natural and legal persons from one of the EU Member States and all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration


The estimated value is 150 000.00 EUR excluding VAT and is not subject to renewal.

 

The total duration of the tasks is 12 months.

 

Deadline of proposals' submission


The deadline for submission of tenders is 27 September 2017 at 16:00 (Brussels time).

 

Tenders shall be solely submitted electronically via the e-Submission application through the eTendering link used to access the procurement documents.

 

Offers sent on paper, by e-mail or by fax will be non-admissible.
