“Human Brain Project” EU Flagship Programme,
“Coordination of Data Protection in the HBP”
Objectives and description
The Human Brain Project of the EU Flagship Programme has published a call for expressions of interest (CEoI) for the “Coordination of Data Protection in the HBP”.
The Human Brain Project
(HBP) is an ambitious 10 year research initiative, and part of the EU
flagship program. The HBP is developing an innovative ICT infrastructure
(the HBP Joint Platform), that will help neuroscientists and clinical
researchers integrate data and knowledge about the brain across all
levels of its spatial and temporal organisation. Using detailed digital
representations, reconstructions, and simulations it aims to give tools
to thousands of researchers to advance and accelerate our understanding
of the functioning of the human brain and its diseases.
Through this Call for Expressions of Interest (CEoI), the
HBP is looking for a new Partner Organisation with a strong track
record in Coordination of Data Protection to join the project's next
phase, which will be funded under Horizon 2020 (H2020).
Coordination
of Data Protection in the HBP, effective through the work of the Data
Protection Officer (DPO), will be focused on ensuring the implementation
of data protection measures for the protection of data subjects for the
whole HBP. It will oversee managing Data Protection Compliance and
advise on legal requirements and best practice with regards to both
European legislation and local regulation, where appropriate and will be
involved in risk management. The DPO is responsible for data protection
in the HBP which includes development of the policies concerning all
partners as well as PPs.
The selected proposal will become a part within the HBP’s Subproject 12 (Ethics and Society), with special links to Subproject 5 (Neuroinformatics Platform), and Subproject 11 (Coordination and Management).

Eligible activities
The proposal selected by this Call should propose a plan to accomplish the following activities:
· Coordinate
Data Protection Act-related activities and ensure the implementation of
data protection measures for the protection of data subjects.
· Manage
Data Protection Compliance and advise on legal requirements and best
practice, both with regards to European legislation and, where
appropriate, local regulation.
· Be
a lead contact with data protection authorities, and/or national
supervisory bodies, with regard to potential complaints and breaches,
ensuring that requests for information are properly handled.
· Take on an audit role and provide monitoring data to the data controller on compliance and conformity.
· Develop
and maintain a Data Protection Act knowledge base for HBP staff at
every level. Interpret and provide guidance to the HBP on forthcoming
and actual changes to relevant legislation on
Privacy and the Data
Protection Act. Undertake systematic Data Protection Act compliance
audits.
· Encourage
HBP compliance and conformity with Data Protection Principles. Develop
and enforce a pertinent Data Protection Policy; and ensure it is
reviewed appropriately.
· Establish
and implement suitable and relevant Data Sharing policies linked to
different data contexts and activities, and ensure that third parties
working with HBP partners comply with these policies.
· Provide information and guidance on the processing of all personal data.
· Process, coordinate and respond to all requests for information
· Review data policies to ensure that historical data archives can be maintained, should the need arise
· Contribute
to establishing and maintaining a register of data owners for sets of
information, and inform data owners of their responsibilities.
Contribute to maintaining maps of data flow as necessary.
· Support HBP Partners in notifying data protection authorities on data issues.
· Assist with investigations into queries over breaches and undertake reporting/remedial action as necessary.
· Maintain a log of incidents and remedial recommendations and actions.
· Promote
data protection awareness throughout the HBP by providing advice and
written procedures that are widely disseminated and made available to
the HBP in general.
· Contribute to the Data Governance Working Group (DGWG), ethics management, and relevant activities in other Subprojects.
Eligible participants - Minimum conditions
Single organisations, either already part of the HBP Consortium or not, are eligible for funding under this CEoI.
The
European Commission eligibility and financial rules apply. The new
Partner Organisations must therefore be established in the EU Member States or Horizon 2020 associated countries.
Note:
The addition of new Partners to the Consortium is subject to the
approval of the required FPA and SGA amendments by the HBP Stakeholder
Board and the EC.
Funding conditions and duration
The overall budget for this topic amounts to EUR 318,750 (including 25% Indirect Costs). One proposal will be selected.
The duration of the projects will be 24 months (covering the period from 1 April 2018 to 31 March 2020).
