Objectives and description
The Directorate General for Agriculture and Rural Development of the European Commission has
published a call for tenders for a study on “Pilot project: Analysis of
the best ways for producer organisations (POs) to be formed, carry out
their activities and be supported” - AGRI-2017-EVAL-07
The overall purpose of the study is to provide
an overview and background knowledge about recognised producer
organisations (POs) and recognised associations of producer
organisations (APOs) in the EU and other forms of producer
organisations, which are not recognised, e.g.: cooperatives and other
types of producer organisations. The study should further investigate
which incentives producer have to create or join a recognised PO/APO or
non-recognised producer organisation and whether these producer
organisations can achieve (or not) benefits for the agricultural
producers as well as for the food supply chain.
To this end, the study will combine a data collection part (themes 1 and 2) with an analytical part (theme 3). The three study themes should:
1. provide an inventory of existing recognised POs and APOs;
2. present an overview on the number of non-recognised producer organisations in the EU and for each Member State
3. analyse
the incentives/disincentives for producers in creating or joining a
producer organisation, which parameters positively or negatively
influence the work of these producer organisations and which impact
producer organisations can have on their members and the food supply
chain.
The
study should refer to the most reliable information and data. It should
cover the period from 2014 onwards. Earlier references can be used
where appropriate.
Eligible participants - Minimum conditions
Natural and legal persons
from one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated value is 300 000.00 EUR excluding VAT and is not subject to renewal.
The total duration of the tasks is 15 months.
Deadline of proposals' submission
The deadline for submission of tenders is 6 September 2017.
You must submit your tender exclusively on paper, in one original and two copies.
Tenders must be submitted:
- Either by post. In this case the postmark will be proof of compliance with the deadline.
- Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
- Or by Hand Delivery.
In this case Proof of receipt, signed and dated by the official in the
central mail department who takes delivery will constitute proof of
compliance with the deadline.
