Objectives and description


The Directorate General for Education, Youth, Sport and Culture of the European Commission has published a call for tenders for a “Study on engagement and achievement of 15 year olds in PISA 2015 across EU Member States” - EAC-22-2017.

 

In 2015, the programme for international students' assessment (PISA) has been conducted for the first time in all 28 Member States and for the first time as a computer-based assessment. This provides a new opportunity for analysing the log-files as a source for information about non-traditional competences.

 

The overall objective of this study is to support policy development, policy monitoring and the implementation of the Erasmus+ Programme in the field of education.

 

The specific objective of the study is to inform policy measures that encourage relevant non-traditional competences such as perseverance, effort and engagement and foster higher performance in the traditional competences tested in PISA (reading, mathematics and science). This will be achieved by focusing on the assessment of non-traditional competences by analysing PISA 2015 log-files and on whether these competences correlate with higher performances in the traditional subjects.

 

Eligible activities


The activities to be performed are listed hereunder:

·         Analysis of non-traditional competencies, i.e. perseverance, effort and engagement.

·         Empirical analyses on the basis of the PISA 2015 dataset.

·         Analysis and presentation of the findings.

 

Eligible participants - Minimum conditions


Natural and legal persons from one of the EU Member States and all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration


The estimated value is 150 000.00 EUR excluding VAT and is not subject to renewal.

 

The maximum duration of the tasks is 12 months.

 

Deadline of proposals' submission


The deadline for submission of tenders is 25 September 2017.
