Objectives and description


The Directorate General for Education, Youth, Sport and Culture of the European Commission has published a call for tenders for the “Design and implementation of a pilot European graduate survey” - EAC/38/2016.

 

There is a growing recognition internationally of the importance of measuring the quality and outputs of tertiary education. This is part of a more general trend towards the study of public economics and evidence-based policy-making. But it is also the result of the significant expansion of tertiary education in recent years, which has focused more attention on the value for money delivered by tertiary education systems and the labour market and social outcomes of tertiary graduates.

 

The overall objective is to develop, test and evaluate data collection, data handling and data dissemination methods for a European longitudinal study of tertiary education graduate outcomes to provide a sound basis on which a decision can be made on a possible full roll-out of such a study in the future.

 

The specific objectives of the study are:

 

  • To develop tools and processes for a centralised collection and handling of data about what tertiary education graduates go on to do after graduation using relevant survey-based techniques;
  • To assess the feasibility of, and identify methods for, sampling and contacting graduate populations in Erasmus+ countries and operationalise these methods for the countries where data collection will be tested in the pilot phase.
  • Consult experts and relevant authorities from Erasmus+ countries on the content of survey questionnaires, sampling and contacting approaches and possible cooperation and coordination with existing graduate surveys at national level.
  • To test the data collection methods and tools developed in the project to collect data from tertiary education graduates in a minimum of six European countries and draw lessons from this experience for the full roll-out of the graduate study.
  • In cooperation with the Commission to assess the willingness of relevant bodies in Erasmus+ countries to take part in a subsequent full roll-out of a European longitudinal graduate study.
  • To develop detailed recommendations and proposals for the further implementation of data collection through a full roll-out of the European longitudinal graduate study.

 

 

Eligible activities


To achieve the objectives above, the proposed contract will comprise the following tasks as a minimum:

·         Task 1: Development of tools and infrastructure for data collection and reporting;

·         Task 2: Sampling and preparing contact with the target graduate populations;

·         Task 3: Consultation and coordination with national bodies involved in tracking;

·         Task 4: Pilot data collection;

·         Task 5: Analysis and presentation of the data collected in pilot countries;

·         Task 6: Final reporting, recommendations for further roll-out and handover;

 

Eligible participants - Minimum conditions


Natural and legal persons from one of the EU Member States and all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration


The estimated value is 800 000.00 EUR excluding VAT and is not subject to renewal.

 

The maximum duration of the tasks is 22 months.

The deadline for submission of tenders is 8 September 2017.
