ENI CBC 2014-2020 “First Call for Standard Projects”
Objective and description
The
"ENI CBC Mediterranean Sea Basin Programme 2014-2020", a multilateral
cross-border cooperation programme co-financed by the European Union
under the European Neighbourhood Instrument (ENI), has published a call
for proposals under the title “First Call for Standard Projects”.
The aim of the programme is to provide
the framework for the implementation of cross-border cooperation
activities in the context of the European Neighbourhood Policy,
complementing efforts exerted within the framework of the
Euro-Mediterranean Partnership, with the final aim of developing an area
of peace, stability, prosperity and good neighbourliness involving EU
Mediterranean Countries (EUMC) and Mediterranean Partner Countries
(MPCs).
In the context of this call for proposals and according to the Joint Operational Programme, the Joint Monitoring Committee has decided to open this call to the 4 Thematic Objectives and the 11 Priorities of the Programme, as shown below:
1. Business and SMEs development:
· Support
innovative start-up and recently established enterprises, with a
particular focus on young and women entrepreneurs and facilitate the
protection of their Intellectual Property Rights and commercialisation
where applicable;
· Strengthen
and support euro-Mediterranean networks, clusters, consortia and
value-chains in traditional sectors (agro-food, tourism,
textile/clothing, etc.) and nontraditional sectors;
· Encourage sustainable tourism initiatives and actions aimed at diversifying into new segments and niches.
2. Support to education, research, technological development and innovation:
· Support
technological transfer and commercialisation of research results,
strengthening the linkages between research, industry and other private
sector actors;
· Support SMEs in accessing research and innovation, also through clustering.
3. Promotion of social inclusion and the fight against poverty:
· Provide young people, especially those belonging to the NEETS, and women, with marketable skills;
· Support
social and solidarity economic actors, also in terms of improving
capacities and cooperation with public administrations for services
provision;
4. Environmental protection, climate change adaptation and mitigation:
· Support
sustainable initiatives targeting innovative and technological
solutions to increase water efficiency and encourage use of
non-conventional water supply;
· Reduce
municipal waste generation, promote source-separated collection and its
optimal exploitation, in particular its organic component;
· Renewable
energy and energy efficiency - Support cost-effective and innovative
energy rehabilitations relevant to building types and climatic zones,
with a focus on public buildings;
· Integrated
Coastal Zone Management - Incorporate the Ecosystem-Based management
approach to ICZM into local development planning, through the
improvement of intra-territorial coordination among different
stakeholders.
The application shall refer to only one Thematic Objective and clearly indicate the Priority selected.
The evaluation of a project is done in relation to its relevance to the
Thematic Objective and Priority under which it was submitted.
Eligible applicants
According to the Programme, public and private bodies established in the participating countries, as well as international organisations can submit project proposals.
Applicants and partners must be established
in the eligible territories of the countries participating in the
Programme and they shall meet the eligibility criteria indicated in the
Guidelines for Applicants.
Applicants
and partners from MPCs are eligible only if their Countries have signed
the Financing Agreement with the EC, before the closing date of the
Call for proposals. Jordan, Palestine and Tunisia have signed a Financing Agreement (FA) so far.
For standard projects, partnerships shall include a minimum of three (3) countries and shall include at least one (1) EU Mediterranean Country (EUMC) and one (1) Mediterranean Partner Country (MPC).
According to paragraph 4.4.1 of the Guidelines for Applicants, the same organisation can participate only once as Applicant under each Priority.
This means, for example, that one University (despite the functional
independence of its departments) will be able to submit, as Applicant,
ONLY one project proposal for each of the eleven priorities of this
first call for proposal. No limitation in the number of proposals is
foreseen if the one organization participates as partner.
Budget and duration
The planned duration of a project must be between 24 and 36 months.
The total EU contribution available for this call for standard projects is ? 84.668.413,86 divided between the 11 programme priorities.
The Programme contribution to the projects covers up to 90% of the total eligible costs of the project.
The project total contribution from the Programme must be within a minimum of ? 1.000.000 and a maximum of ? 3.000.000.
The total cost of the project and related budget cannot exceed ?
3.500.000 including co-financing. At least 50% of the total eligible
costs of the project shall be dedicated to activities implemented in
Mediterranean Partner Countries.
Deadline for proposals’ submission
The deadline of this call is 9 November 2017, 13:00 (GMT+1).
Proposals must be submitted only by means of the e-Form available on the online platform at http://eform.enicbcmed.eu .
