Objectives and description


The Joint Research Centre (JRC) of the European Commission has published a call for tenders for the “Implementation and further development of a European tertiary education register (ETER)” - JRC/BRU/2017/B.7/0030/OC.

 

In the renewed EU agenda for higher education (COM(2017) 247 final), the Commission addresses the need to ‘consolidate and improve evidence-building on higher education’. Through the creation of a knowledge hub on higher education, the Commission aims to optimise synergies between EU evidence tools, ETER being one of them.

 

The ETER project is a key deliverable of the European higher education modernisation agenda. It provides a regularly updated database on Europe's universities using higher education institutions (HEIs) as the analytical unit. The data allows a quantitative characterisation on inputs and outputs for the purposes of a richer analysis of HEI activities such as mapping, benchmarking, efficiency analysis, studies of differentiation, etc. ETER was established in 2013 and is fully funded by the Commission.

 

The main aim of this contract is to support the Commission in the annual implementation and improvement of the European tertiary education register (ETER).

 

Eligible participants - Minimum conditions


Natural and legal persons from one of the EU Member States and all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration


The estimated value is 500.000 EUR excluding VAT and is not subject to renewal.

 

The maximum duration of the tasks is 24 months.

 

Deadline of proposals' submission


The tender must be received no later than 25 September 2017, 16:00 Brussels local time.

 

Tenders must be submitted:

  • Either by post. In this case the postmark will be proof of compliance with the deadline.
  • Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
  • Or by Hand Delivery. In this case Proof of receipt, signed and dated by the official in the central mail department who takes delivery will constitute proof of compliance with the deadline.

 

You must submit your tender exclusively on paper, in one original. The tender must also be provided in electronic format on CD, DVD or USB stick. In the case of discrepancy between the paper and the electronic copy, the paper copy will prevail. The tender must be placed inside two closed envelopes addressed as indicated below. The inner envelope must be marked as follows: "CALL FOR TENDERS JRC/SVQ/2017/B.7/0030/OC - NOT TO BE OPENED BY THE INTERNAL MAIL DEPARTMENT".
