Objectives and description
The
Directorate-General for Internal Market, Industry, Entrepreneurship and
SMEs of the European Commission has published a call for tenders for a
“Study on the IP implications of the development of industrial 3D
printing” - 624/PP/GRO/IMA/17/1131/9941.
The
objective of the study is to analyse and clarify how the existing
Intellectual Property (IP) framework concretely brings protection to IP
rights holders, and identify possible gaps and opportunities, or needs
for clarification. The study shall analyse how the use of IPRs could
stimulate the development of 3D printing technologies (best practices of
IP exploitation, model licensing schemes, etc.), what are the current
perceived IP barriers for further development of additive manufacturing
(AM) technologies, and how could they be removed.
In order to achieve the objectives of the study, the contractor will need to perform the following:
I. analysis of existing IP laws and their specific interaction with the industrial use of 3D printing technology;
II. analysis of 3D printing process and IPR challenges;
III. analysis of AM key sectors and markets and IPR obstacles/enablers;
IV. present an overview of the IP issues resulting from interactions between stakeholders involved in the value chain;
V. analysis of the IP issues from the perspective of the 3D printing industry;
VI. present conclusions and recommendations.
Eligible participants - Minimum conditions
Natural and legal persons
from one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated value is 200.000 EUR excluding VAT and is not subject to renewal.
The maximum duration of the tasks is 11 months.
Deadline of proposals' submission
The tender must be received no later than 10 October 2017, 16:00 Brussels local time.
