Objectives and description


The Directorate-General for Education, Youth, Sport and Culture of the European Commission has published a call for tenders for “Assistance to the European Commission for the running, development and success of the Erasmus+ Student and Alumni Alliance (ESAA), its member organisations and regional alumni associations” - EAC/39/2016.

 

The Erasmus+ Student and Alumni Association ('ESAA') was established in 2015 as an umbrella association to provide support for networking, professional development and intercultural learning for higher education students and alumni of Erasmus+ (including credit mobility and degree mobility from both Programme and Partner Countries). The ESAA is an umbrella association for four student and alumni organisations ('member organisations' or 'MOs') with close links to Erasmus + (and predecessor programme(s)). Two of these, the Erasmus Mundus Students and Alumni Association (EMA) and the Organisation for Cooperation, Exchange And Networking among Students (OCEANS Network), each with a large share of their membership beyond Erasmus+ programme countries, have been supported through European Commission (EC) service contracts covering both associations since 2006. The other two, the Erasmus Student Network (ESN) and garagErasmus (gE) are independent from the EC.

 

The objective of this contract is to support collaboration between ESAA, its member organisations and the EC; and between (Regional (Student and) Alumni Association (regions outside the EU)) RAAs and the EC, to achieve the aims of the EC, ESAA and the RAAs.

 

Specifically, this includes:

 

1. Providing administrative, technical, secretarial and logistical services to ESAA, two of its MOs (EMA and Oceans) and RAAs so they can contribute to the achievement of ESAA's objectives;

 

2. Providing strategic support and assistance in helping ESAA to evolve and have impact through engaging the MOs' volunteers in ESAA's activities, and members of the RAAs in the relevant RAA's activities and in relevant ESAA activities;

 

3. In the case of a new contractor, continuing from where the current contractor shall stop and taking over responsibility for the ESAA website, EMA and Oceans' websites and communities and developing activities according to evolving needs as they shall be defined by the ESAA, its MOs and RAAs themselves;

 

4. Facilitating the EC's access to students, alumni and their data so that they can be mobilised to support the EU's Erasmus+ promotional activities and provide advice and analysis on the implementation of the Erasmus+ programme.

 

The Contractor will set up a team of adequate size to perform the tasks. The team as a whole must possess the professional skills allowing it to provide the services which are the subject of the framework contract to a high quality standard. The team is to be composed of personnel that, as a team, have the following expertise:

- Knowledge of European policies and programmes in the field of Higher education;

- Experience working with volunteers in the fields of HE and/or Youth;

- Ability to work at European and international levels;

- Ability to draft documents in clear English which is understandable in an international context.

 

Eligible participants - Minimum conditions


Natural and legal persons from one of the EU Member States and all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration


The estimated value is 5 000 000.00 EUR excluding VAT and is not subject to renewal.

 

The maximum duration of the tasks is 36 months.

 

Deadline of proposals' submission


The deadline for submission of tenders is 23 October 2017, 15:00 CET.
