Internal Security Fund Police “Counter-Terrorism financing" - ISFP-2017-AG-TERFIN
Objective and description
A
new call for proposals has been launched under the Internal Security
Fund Police for “Counter-Terrorism financing" - ISFP-2017-AG-TERFIN.
The present Call for Proposals aims at funding projects in the area of reinforcing Counter-Terrorism Financing.
Project applications submitted under the present Call for Proposals must address at least one of the following priorities:
1. The development of public-private partnerships
between financial institutions, payment service providers, Financial
Intelligence Units, law enforcement and other relevant public
authorities in order to facilitate the exchange of information about terrorism and terrorist financing,
in a collaborative and secure environment. The projects under this
priority should include exchange of best practices and networking
activities with other equivalent national partnerships, and explore
possible challenges and ways forward in the development of partnerships
at EU level.
2. Establishment of a network of counter-terrorism financial investigators
to reinforce the effectiveness of financial investigations in terrorism
cases. This network could support the exchange of best practices,
investigation techniques and experiences on financial investigations,
analyse trends in relation to terrorists' methods to raise and move
funds, and establish training activities for financial investigators.
Eligible activities
The following types of activities are eligible under this Call for Proposals:
· development of working methods for the functioning of public private partnerships;
· protocols and mechanisms for sharing information between private and public actors;
· development
of concepts for the infrastructure for collaborative work, such as
secure facilities or IT systems for information exchange;
· organisation of and participation in meetings; partnership and networking activities and events;
· exchange of best practices between equivalent national partnerships;
· development of partnerships at EU level;
· exchange of best practices, investigation techniques and experiences;
· trends and risk analysis;
· training activities;
· preparation of studies;
· communication activities.
Eligible applicants
In order to be eligible for a grant, the Applicant and the Co-applicants must be:
a) legal persons; applications from natural persons are not eligible;
b) a public body, a non-profit-making private entity or an international organisation. An international organisation can only be a Co-applicant;
c) established in a Member State of the European Union participating in the ISF Police instrument (All EU Member States, with the exception of the United Kingdom and Denmark). In duly justified cases where their participation is necessary to achieve the objectives of the project, the Co-applicants may also be established in a third country. However, the applications may not envisage provision of financial support to third parties.
In order to be eligible for a grant, applications must be transnational, i.e. involving at least two entities established in two different EU Member States participating in the ISF Police instrument.
The
Applicant may submit more than one application under this call for
proposals. The Applicant may be awarded more than one grant under this
call for proposals. An organisation may participate as Applicant or
Co-applicant in several applications.
Budget and duration
The total budget earmarked for the co-financing of projects is estimated at EUR 2 500 000.
In order to be eligible for a grant, applications must be seeking EU co-funding equal to or more than EUR 250 000.
The EU grant is limited to a co-funding rate of 90% of the total eligible costs of the action.
Projects cannot be scheduled to last more than 18 months. Applications for projects scheduled to run for a longer period will be rejected.
Deadline for proposals’ submission
The deadline for submitting proposals is 6 March 2018, 17:00 (Brussels Local Time).
Applications must be submitted using the Electronic Submission System of the Participant Portal.
