Objectives and description
The Executive Agency for Small and Medium-sized Enterprises (EASME) has published a call for tenders for a service contract on “Skills for smart industrial specialisation and digital transformation” - EASME/COSME/2016/034.
EASME
wishes to enter into a service contract for developing a common vision
and supporting actions on skills for smart industrial specialisation and
digital transformation with a view to increasing the capacity of
industry, social partners, education and training organisations and
policymakers at all levels to successfully shape the workforce
transformation in Europe.
The
ultimate goal is to help cities, regions and Member States in designing
and implementing ambitious skills policies for smart industrial
specialisation and digital transformation strategies. The target groups
will be professionals, managers, leaders and entrepreneurs in
enterprises in all sectors who need to acquire and/or update high-tech
skills. The result of the contract is expected to build on previous and
ongoing activities in the domains of smart industrial specialisation
(including clusters policy) and digital transformation.
Eligible participants - Minimum conditions
To natural and legal persons
from one of the EU Member States and to all natural and legal persons
in a third country which has a special agreement with the European Union
in the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated budget for this service contract is 500 000 EUR.
The duration of the contract is 24 months and it is not subject to renewal.
Deadline of proposals' submission
The deadline for submission of tenders is 27 February 2017.
Tenders may be submitted in one of the following ways:
1. either by registered post or courier services. In
this case the post office stamp or the date on the slip issued by the
courier service will constitute proof of compliance with the deadline,
2. or delivered by hand in
which case a receipt must be obtained as proof of submission, signed
and dated by the official in the Commission's central mail department
who took delivery.

Προκήρυξη σύμβασης
«Δεξιότητες για ευφυή βιομηχανική εξειδίκευση και ψηφιακή μετατροπή» - EASME/COSME/2016/034

Στόχος και περιγραφή
Ο Εκτελεστικός Οργανισμός για τις Μικρομεσαίες Επιχειρήσεις (EASME) δημοσίευσε μία προκήρυξη σύμβασης παροχής υπηρεσιών για «Δεξιότητες για ευφυή βιομηχανική εξειδίκευση και ψηφιακή μετατροπή» - EASME/COSME/2016/034.
Ο
EASME επιθυμεί να συνάψει σύμβαση παροχής υπηρεσιών για την ανάπτυξη
κοινού οράματος και την υποστήριξη δράσεων σχετικά με τις δεξιότητες για
την ευφυή βιομηχανική εξειδίκευση και τη ψηφιακή μετατροπή με στόχο την
αύξηση των ικανοτήτων του βιομηχανικού κλάδου, των κοινωνικών εταίρων,
των οργανισμών εκπαίδευσης και κατάρτισης και των φορέων χάραξης
πολιτικής σε όλα τα επίπεδα για την επιτυχή διεξαγωγή αλλαγών στο
εργατικό δυναμικό στην Ευρώπη.
Τελικός
στόχος είναι η παροχή βοήθειας σε πόλεις, περιφέρειες και κράτη μέλη
όσον αφορά στον σχεδιασμό και την εφαρμογή φιλόδοξων πολιτικών
δεξιοτήτων για τις στρατηγικές ευφυούς βιομηχανικής εξειδίκευσης και
ψηφιακής μετατροπής. Ομάδες-στόχοι θα είναι επαγγελματίες, διοικητικό
προσωπικό, ηγέτες και επιχειρηματίες σε επιχειρήσεις όλων των τομέων για
τους οποίους είναι αναγκαία η απόκτηση ή/και επικαιροποίηση των
δεξιοτήτων σχετικά με την υψηλή τεχνολογία. Το αποτέλεσμα της σύμβασης
αναμένεται να αξιοποιήσει τις προηγούμενες και εν εξελίξει
δραστηριότητες στους τομείς της ευφυούς βιομηχανικής εξειδίκευσης
(συμπεριλαμβανομένης της πολιτικής συνεργατικών σχηματισμών) και της
ψηφιακής μετατροπής.
Επιλέξιμοι συμμετέχοντες – ελάχιστες προϋποθέσεις
Φυσικά και νομικά πρόσωπα
από ένα από τα κράτη μέλη της Ε.Ε καθώς και όλα τα φυσικά και νομικά
πρόσωπα από τρίτη χώρα, η οποία έχει μια ειδική συμφωνία με την Ε.Ε στον
τομέα των δημοσίων συμβάσεων με τους όρους που προβλέπονται στην εν
λόγω συμφωνία.
Προϋπολογισμός και διάρκεια
Το εύρος του προϋπολογισμού για αυτή τη σύμβαση είναι 500 000 EUR.
Η διάρκεια της σύμβασης είναι 24 μήνες και δεν υπόκειται σε ανανέωση.
Προθεσμία υποβολής
Η προθεσμία υποβολής είναι: 27 Φεβρουαρίου 2017.
Οι προσφορές πρέπει να υποβληθούν:
1. είτε μέσω συστημένου ταχυδρομείου ή με υπηρεσίες courier. Στην
περίπτωση αυτή, η σφραγίδα ταχυδρομείου ή η ημερομηνία του αποδεικτικού
που εκδίδεται από την υπηρεσία ταχυμεταφορών θα αποτελεί απόδειξη
συμμόρφωσης ως προς προθεσμία υποβολής.
2. είτε ιδιοχείρως στην
οποία περίπτωση η απόδειξη πρέπει να ληφθεί ως αποδεικτικό υποβολής,
υπογεγραμμένο και χρονολογημένο από τον υπάλληλο της κεντρικής
ταχυδρομικής υπηρεσίας της Επιτροπής που παρέλαβε την προσφορά,
