Objectives and description
EUROSTAT has published a call for tenders concerning “Support for Social protection statistics” - ESTAT/F/2017/023.
The
European System of integrated Social PROtection Statistics (ESSPROS)
was developed in the late ‘70s by Eurostat jointly with representative
of the Member States of the European Union in response to the need for a
specific instrument of statistical observation of social protection in
the Member States. Currently ESSPROS collects data from the 28 EU Member
States, Iceland (IS), Norway (NO), Switzerland (CH), Serbia (RS),
Turkey (TR) and Bosnia and Herzegovina (BA). It is possible that other
Candidate or Potential Candidate countries will gradually start
participating. Eurostat also collects the Quality Reports of each
respective data collection. In the coming years it is expected that
further accessing/candidate countries will be fully compliant with
ESSPROS framework.
This call for tenders aims to acquire support for Social Protection Statistics.
The following tasks shall be carried out under this contract:
· Task 1- Methodological development of the existing ESSPROS data collections
The
aim of this task is to provide Eurostat with support for the
improvement of the methodology of the existing ESSPROS data collections:
the Core system, the module on Pension beneficiaries and the module on
NET social benefits.
· Task 2 – New ESSPROS module on beneficiaries of unemployment social benefits
The
aim of this task is to provide support to Eurostat for the development
of social protection statistics regarding the number of recipients
(beneficiaries) of social benefits.
Eligible participants - Minimum conditions
Natural and legal persons from
one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated value is 140.000 EUR excluding VAT and is not subject to renewal.
The total duration of the tasks is 9 months.
Deadline of proposals' submission
The deadline for submission of tenders is 15 February 2018.
Tenders must be submitted:
- Either by post. In this case the postmark will be proof of compliance with the deadline.
- Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
- Or by Hand Delivery.
In this case Proof of receipt, signed and dated by the official in the
central mail department who takes delivery will constitute proof of
compliance with the deadline.
