Objectives and description

The Directorate-General for Communications Networks, Content and Technology of the European Commission has published a call for tenders for the provision of a “Study on safety of non-embedded software; service, data access, and legal issues of advanced robots, autonomous, connected, and AI-based vehicles and systems” -  SMART 2016/0071.

 

This study will support the Digitisation European Industry Initiative as announced in the Digital Single Market Strategy by assisting the European Commission in analysing the legal and business landscape as well as the challenges and opportunities related to the new technologies.

 

The study will look into following issues:

1) safety of non-embedded software;

2) legal, economic, and business issues related to connected and automated driving;

3) testing and certification of advanced robots, autonomous and AI-based (artificial intelligence) systems;

4) event data recorders for advanced robots, autonomous and AI-based systems.

 

Eligible participants - Minimum conditions

To natural and legal persons from one of the EU Member States and to all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration

The estimated budget for this service contract is 400 000 EUR.

 

The duration of the contract is 15 months and it is not subject to renewal.

 

Deadline of proposals' submission

The deadline for submission of tenders is 6 January 2017.

 

Tenders may be submitted in one of the following ways:

1.     either by registered post or courier services. In this case the post office stamp or the date on the slip issued by the courier service will constitute proof of compliance with the deadline,

2.     or delivered by hand in which case a receipt must be obtained as proof of submission, signed and dated by the official in the Commission's central mail department who took delivery.

Προκήρυξη σύμβασης

«Μελέτη σχετικά με την ασφάλεια μη ενσωματωμένου λογισμικού: υπηρεσία, πρόσβαση δεδομένων και νομικά θέματα σχετικά με προηγμένα ρομπότ και αυτόνομα, συνδεδεμένα και βασιζόμενα σε τεχνητή νοημοσύνη οχήματα και συστήματα» - SMART 2016/0071

Στόχος και περιγραφή

Η Γενική Διεύθυνση Επικοινωνιακών Δικτύων, Περιεχομένου και Τεχνολογίας της Ευρωπαϊκής Επιτροπής,  δημοσίευσε μία προκήρυξη σύμβασης για την εκπόνηση «Μελέτη σχετικά με την ασφάλεια μη ενσωματωμένου λογισμικού: υπηρεσία, πρόσβαση δεδομένων και νομικά θέματα σχετικά με προηγμένα ρομπότ και αυτόνομα, συνδεδεμένα και βασιζόμενα σε τεχνητή νοημοσύνη οχήματα και συστήματα» -  SMART 2016/0071.

 

Η παρούσα μελέτη θα συνδράμει στην πρωτοβουλία ψηφιοποίησης της ευρωπαϊκής βιομηχανίας όπως αυτή ανακοινώθηκε στη στρατηγική για την ενιαία ψηφιακή αγορά, παρέχοντας υποστήριξη στην Ευρωπαϊκή Επιτροπή για την ανάλυση του νομικού και επιχειρηματικού τοπίου καθώς και των προκλήσεων και ευκαιριών που σχετίζονται με τις νέες τεχνολογίες.

 

Η μελέτη θα εξετάσει τα ακόλουθα ζητήματα:

1) ασφάλεια μη ενσωματωμένου λογισμικού,

2) νομικά, οικονομικά και επιχειρηματικά θέματα σχετικά με τη συνδεδεμένη και την αυτόματη οδήγηση,

3) έλεγχος και πιστοποίηση προηγμένων ρομπότ και αυτόνομων και βασιζόμενων σε τεχνητή νοημοσύνη συστημάτων,

4) καταγραφείς δεδομένων συμβάντων για προηγμένα ρομπότ και αυτόνομα και βασιζόμενα σε τεχνητή νοημοσύνη συστήματα.

 

Επιλέξιμοι συμμετέχοντες – ελάχιστες προϋποθέσεις

Φυσικά και νομικά πρόσωπα από ένα από τα κράτη μέλη της Ε.Ε καθώς και όλα τα φυσικά και νομικά πρόσωπα από τρίτη χώρα, η οποία έχει μια ειδική συμφωνία με την Ε.Ε στον τομέα των δημοσίων συμβάσεων με τους όρους που προβλέπονται στην εν λόγω συμφωνία.

 

Προϋπολογισμός και διάρκεια

Το εύρος του προϋπολογισμού για αυτή τη σύμβαση είναι 400 000 EUR.

Η διάρκεια της σύμβασης είναι 15 μήνες και δεν υπόκειται σε ανανέωση.

 

Προθεσμία υποβολής

Η προθεσμία υποβολής είναι: 6 Ιανουαρίου 2017.

 

Οι προσφορές πρέπει να υποβληθούν:

1.     είτε μέσω συστημένου ταχυδρομείου ή με υπηρεσίες courier.  Στην περίπτωση αυτή, η σφραγίδα ταχυδρομείου ή η ημερομηνία του αποδεικτικού που εκδίδεται από την υπηρεσία ταχυμεταφορών θα αποτελεί απόδειξη συμμόρφωσης ως προς προθεσμία υποβολής.

2.     είτε ιδιοχείρως στην οποία περίπτωση η απόδειξη πρέπει να ληφθεί ως αποδεικτικό υποβολής, υπογεγραμμένο και χρονολογημένο από τον υπάλληλο της κεντρικής ταχυδρομικής υπηρεσίας της Επιτροπής που παρέλαβε την προσφορά,
