Objectives and description

The Directorate-General for Energy of the European Commission has published a call for tenders for a “Comprehensive study of building energy renovation activities and the uptake of nearly zero energy buildings in the EU” – ENER/C3/2016-547/02.

 

The contract aims to the provision of a comprehensive analysis of the renovation activities and NZEB uptake in the 28 Member States. Produce a robust statistical and comprehensive analysis on both building renovation activities and NZEB uptake in the EU 28.

 

For this purpose the proponents can use a combination of sound statistical (bottom-up and top-down) analysis, including well designed sample surveys to households, building owners, construction material suppliers and construction companies, etc. The period of analysis should be at least 5 years, from 2012 to 2016.

 

Eligible participants - Minimum conditions

To natural and legal persons from one of the EU Member States and to all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration

The estimated budget for this service contract is 1 million EUR.

 

The duration of the contract is 18 months and is not subject to renewal.

 

Deadline of proposals' submission

The deadline for submission of tenders is 10 February 2017.

 

Tenders may be submitted in one of the following ways:

1.     either by registered post or courier services. In this case the post office stamp or the date on the slip issued by the courier service will constitute proof of compliance with the deadline,

2.     or delivered by hand in which case a receipt must be obtained as proof of submission, signed and dated by the official in the Commission's central mail department who took delivery.

Στόχος και περιγραφή

H Γενική Διεύθυνση Ενέργειας της Ευρωπαϊκής Επιτροπής δημοσίευσε μία προκήρυξη σύμβασης «Ολοκληρωμένη μελέτη των δραστηριοτήτων ενεργειακής ανακαίνισης κτιρίων και της υιοθέτησης κτιρίων με σχεδόν μηδενική κατανάλωση ενέργειας στην ΕΕ» - ENER/C3/2016-547/02.

 

Η σύμβαση στοχεύει στην παροχή μιας ολοκληρωμένης ανάλυσης των δραστηριοτήτων ανακαίνισης και της υιοθέτησης κτιρίων με σχεδόν μηδενική κατανάλωση ενέργειας στα 28 κράτη μέλη. Παροχή μιας εμπεριστατωμένης και ολοκληρωμένης ανάλυσης των δραστηριοτήτων ανακαίνισης κτιρίων και της υιοθέτησης κτιρίων με σχεδόν μηδενική κατανάλωση ενέργειας στην ΕΕ των 28.

 

Για τον σκοπό αυτό, οι προτείνοντες μπορούν να χρησιμοποιήσουν έναν συνδυασμό άρτιας στατιστικής ανάλυσης (από το ειδικό στο γενικό και από το γενικό στο ειδικό), συμπεριλαμβανομένων άρτια σχεδιασμένων δειγματοληπτικών ερευνών σε νοικοκυριά, ιδιοκτήτες κτιρίων, προμηθευτές δομικών υλικών και κατασκευαστικές εταιρείες, κ.λπ. Η περίοδος ανάλυσης πρέπει να καλύπτει τουλάχιστον 5 έτη, από το 2012 έως το 2016.

 

Επιλέξιμοι συμμετέχοντες – ελάχιστες προϋποθέσεις

Φυσικά και νομικά πρόσωπα από ένα από τα κράτη μέλη της Ε.Ε καθώς και όλα τα φυσικά και νομικά πρόσωπα από τρίτη χώρα, η οποία έχει μια ειδική συμφωνία με την Ε.Ε στον τομέα των δημοσίων συμβάσεων με τους όρους που προβλέπονται στην εν λόγω συμφωνία.

 

Προϋπολογισμός και διάρκεια

Το εύρος του προϋπολογισμού για αυτή τη σύμβαση είναι 1 εκατ. EUR.

Η διάρκεια της σύμβασης είναι 18 μήνες και δεν υπόκειται σε ανανέωση.

 

Προθεσμία υποβολής

Η προθεσμία υποβολής είναι: 10 Φεβρουαρίου 2017.

 

Οι προσφορές πρέπει να υποβληθούν:

1.     είτε μέσω συστημένου ταχυδρομείου ή με υπηρεσίες courier.  Στην περίπτωση αυτή, η σφραγίδα ταχυδρομείου ή η ημερομηνία του αποδεικτικού που εκδίδεται από την υπηρεσία ταχυμεταφορών θα αποτελεί απόδειξη συμμόρφωσης ως προς προθεσμία υποβολής.

2.     είτε ιδιοχείρως στην οποία περίπτωση η απόδειξη πρέπει να ληφθεί ως αποδεικτικό υποβολής, υπογεγραμμένο και χρονολογημένο από τον υπάλληλο της κεντρικής ταχυδρομικής υπηρεσίας της Επιτροπής που παρέλαβε την προσφορά,
