Objectives and description
The
Directorate-General for Energy of the European Commission has published
a call for tenders for the provision of a “Study on the evaluation of
risks of cyber incidents and on costs of preventing cyber incidents in
the energy sector” - ENER/B3/2017-465.
The
subject matter of the contract is to provide a risk assessment of cyber
threats in the energy sector as well as an analysis of existing or
planned measures to mitigate these risks and their implementation and
operational costs.
The
results of the study shall create a common understanding of cyber risks
in the energy sector and will feed into the preparation of the Network
Code on cyber security for the Market Design Initiative (Commission
proposal: 30.11.2016) and could be seen as the basis for its necessary
impact assessment. Results will also be useful for the discussion with
Member States, National Regulatory Authorities, National Competent
Authorities and stakeholders on additional policy actions in the area of
cyber security in the electricity and gas sector.
Starting
from the identification of a set of commonly accepted reference
architectures, the study should provide a comprehensive inventory of
threat scenarios throughout the whole energy supply chain for
electricity and gas. On that basis, the study shall list all measures
(at MS level, regional – which must be interpreted as more than a Member
State in the same regional area of Europe - and at EU level) in place
that address each threat scenario identified. Building up on this, a
complete risk assessment shall be provided. The study should identify
new mitigation measures to address the main risks identified and
calculate the implementation and operational costs of these measures,
with a proposal for a methodology which may help in the determination of
such costs in future. Finally the study should contain recommendations
for mitigating measures to be implemented at Member States, regional and
EU level.
Eligible participants - Minimum conditions
To natural and legal persons
from one of the EU Member States and to all natural and legal persons
in a third country which has a special agreement with the European Union
in the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated budget for this service contract is 200 000 EUR.
The duration of the contract is 11 months and is not subject to renewal.
Deadline of proposals' submission
The deadline for submission of tenders is 10 April 2017.
Tenders may be submitted in one of the following ways:
1. either by registered post or courier services. In
this case the post office stamp or the date on the slip issued by the
courier service will constitute proof of compliance with the deadline,
2. or delivered by hand in
which case a receipt must be obtained as proof of submission, signed
and dated by the official in the Commission's central mail department
who took delivery.
