Horizon 2020 – Societal Challenges – Secure societies – Protecting freedom and security of Europe and its citizens, Call: “Security”

 

Objective and description


New topics have been opened for submission of proposals under the Horizon 2020 Programme within the pillar “Societal Challenges”, under the work programme “Secure societies – Protecting freedom and security of Europe and its citizens”, within the call for proposals “Security”.

 

The call for proposals refers to the following topics:

·         SEC-04-DRS-2017: Broadband communication systems  (PCP Pre-Commercial Procurement)

 

·          SEC-05-DRS-2016-2017: Chemical, biological, radiological and nuclear (CBRN) cluster (RIA Research and Innovation action)

 

·         SEC-07-FCT-2016-2017: Human Factor for the Prevention, Investigation, and Mitigation of criminal and terrorist acts (RIA Research and Innovation action)

 

·         SEC-09-FCT-2017: Toolkits integrating tools and techniques for forensic laboratories (PCP Pre-Commercial Procurement)

 

·         SEC-10-FCT-2017: Integration of detection capabilities and data fusion with utility providers’ networks (IA Innovation action)

 

·         SEC-12-FCT-2016-2017: Technologies for prevention, investigation, and mitigation in the context of fight against crime and terrorism (RIA Research and Innovation action)

 

·         SEC-13-BES-2017: Next generation of information systems to support EU external policies (PCP Pre-Commercial Procurement)

 

·         SEC-15-BES-2017: Risk-based screening at border crossing (IA Innovation action)

 

·         SEC-16-BES-2017: Through-foliage detection, including in the outermost regions of the EU (RIA Research and Innovation action)

 

·         SEC-17-BES-2017: Architectures and organizations, big data and data analytics for customs risk management of the international goods supply chain trade movements (RIA Research and Innovation action)

 

·         SEC-18-BES-2017: Acceptance of no gate crossing point solutions (RIA Research and Innovation action)

 

·         SEC-21-GM-2016-2017: Pan European Networks of practitioners and other actors in the field of security (CSA Coordination and Support action)

 

Eligible applicants


For both “RIA Research and Innovation actions” and “IA Innovation actions” the eligible partners are: At least three legal entities established in a different Member State or associated country. All three legal entities shall be independent of each other.

 

For “CSA Coordination and support actions”, the eligible partner could be at least one legal entity established in an EU Member State or Horizon 2020 associated country.

 

For “Pre-Commercial Procurement (PCP) actions”, the buyers group must contain minimum two legal entities which are public procurers that are established in two different Member States or associated countries. Both legal entities must be independent of each other.

 

Budget


·         For the topic SEC-04-DRS-2017. The total budget is EUR 10 million. The Commission considers that proposals requesting a contribution from the EU of EUR 10 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-05-DRS-2016-2017. The total budget is EUR 13,75 million. The Commission considers that proposals requesting a contribution from the EU of EUR 3,5 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-09-FCT-2017. The total budget is EUR 10 million. The Commission considers that proposals requesting a contribution from the EU of EUR 10 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-10-FCT-2017. The total budget is EUR 16 million. The Commission considers that proposals requesting a contribution from the EU of EUR 8 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-12-FCT-2016-2017. The total budget is EUR 14 million. The Commission considers that proposals requesting a contribution from the EU of EUR 5 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-13-BES-2017. The total budget is EUR 10 million. The Commission considers that proposals requesting a contribution from the EU of EUR 10 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-15-BES-2017. The total budget is EUR 8 million. The Commission considers that proposals requesting a contribution from the EU of EUR 8 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-16-BES-2017. The total budget is EUR 8 million. The Commission considers that proposals requesting a contribution from the EU of EUR 8 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-17-BES-2017. The total budget is EUR 10 million. The Commission considers that proposals requesting a contribution from the EU of EUR 5 million would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-21-GM-2016-2017. The total budget is EUR 16,297,288 million. The Commission considers that proposals requesting a contribution from the EU between EUR 2 and 3,5 million (depending on the duration of the action) would allow this specific challenge to be addressed appropriately.

 

·         For the topic SEC-07-FCT-2016-2017, the Commission considers that proposals requesting a contribution from the EU of EUR 3 million would allow this specific challenge to be addressed appropriately.
For the topic SEC-18-BES-2017, the Commission considers that proposals requesting a contribution from the EU of EUR 3 million would allow this specific challenge to be addressed appropriately.

The total budget for topics SEC-07-FCT-2016-2017 and SEC-18-BES-2017 is EUR 14 million.

 

Funding rates:

RIA Research and Innovation actions: 100%

IA Innovation actions: 70% (except for non-profit legal entities, where a rate of 100% applies)

CSA Coordination and support actions: 100%

Pre-Commercial Procurement (PCP) actions:  70%

 

Deadline for proposals’ submission


The deadline for all the topics is 24 August 2017, 17:00 (Brussels local time).
