Objectives and description

The Directorate General for Climate and the Directorate General for Environment wishes to enter into a service contract for “Support to the Energy Union governance process, including for the integrated national energy and climate plans — technical and process support to Member States” - 2017/S 056-103031.

 

The aim of this service contract is to :

·         support the timely delivery of draft and final integrated national energy and climate plans of the Member States as part of the Energy Union governance

·         help Member States to prepare both the draft and final national plans according to the process, timeline and template detailed in the proposed Regulation on the Governance of the Energy Union of 30.11.2016 and other supporting documents.

 

A focus is on Member States who ask for Commission assistance due to technical or administrative capacity constraints with respect to certain elements of the national plan preparation.

 

Eligible participants - Minimum conditions

Natural and legal persons from one of the EU Member States and all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration

The estimated total value is 900.000.00 EUR.

 

The duration of the contract is 24 months in calendar days and is not subject to renewal.

 

Deadline of proposals' submission

The deadline for submission of tenders is 2 May 2017.

 

Tenders must be submitted:

·         Either by post. In this case the post office stamp, the date of dispatch or the date of the deposit slip will be proof of compliance with the deadline.

·         Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline

·         Or by Hand Delivery. In this case Proof of receipt, signed and dated by the official in the central mail department who takes delivery will constitute proof of compliance with the deadline
