Objectives and description
The
Directorate General for Justice has published a call for proposals
under the Rights, Equality and Citizenship Programme 2014-2020, with the
specific topic: " Prevent and combat racism, xenophobia and other forms of intolerance” - REC-RRAC-RACI-AG-2017
The
REC programme contributes to the further development of an area where
equality and the rights of persons, as enshrined in the Treaty, the
Charter and international human rights conventions, are promoted and
protected.
The aim of this specific call is to
support projects contributing to prevent and combat racism, xenophobia
and other forms of intolerance. Proposals under this call may explore
the use of all available tools and forms of cooperation between national
authorities, non-governmental organisations, communities and
international organisations and bodies, and are encouraged to be
developed on the basis of a holistic approach.
In particular this call supports:
· projects focusing on preventing and combating Antisemitism;
· projects focusing on preventing and combating anti-Muslim hatred and intolerance;
· projects focusing on preventing and combating xenophobia and anti-migrant hatred;
· projects
focusing on preventing and combating other forms of intolerance, such
as homophobia and transphobia (also as a contribution to the
implementation of the Commission’s List of Actions to advance LGBTI
equality, anti-gypsyism, Afrophobia, hate crimes against persons with
disabilities.
Expected results:
· increased
capacity of national and local authorities and civil society
organisations and communities to address issues related to racism,
xenophobia and other forms of intolerance;
· strengthened cooperation and exchange of information between competent national authorities and other key actors;
· improved support to hate crime victims, better awareness of the rights of victims of hate crime and hate speech;
· effective
prevention measures addressing manifestations of racism, xenophobia and
other forms of intolerance developed and implemented;
· increased
awareness of the general population on the impact ofracism, xenophobia
and other forms of intolerance in particular among multipliers and
community leaders;
· improved understanding between communities, enhanced interreligious and intercultural dialogue and increased coalition building
· curbing manifestations of racism, xenophobia and other forms of intolerance across the EU
Eligible activities
In relation to the above mentioned priorities, the call will fund activities on:
· mutual learning and exchange of good practices between Member States;
· development of tools and practices to improve responses to these phenomena, including but not limited to means of criminal law;
· supporting
victims of hate crime and hate speech and addressing the issue of
underreporting, including trust building between communities and
national authorities. Projects
aimed at improving reporting rates of hate crime and hate speech to the
competent authorities are equally of particular interest, as well as
projects focussed on improving and strengthening trustful relations and
cooperation between national authorities;
· achieving
strengthened cooperation between key actors through the establishment
or the development of multi-actor and multi-sectorial partnerships aimed
at achieving relevant objectives related to better preventing and
countering racism, xenophobia and other forms of intolerance;
· capacity building and training activities, including but not limited to the area of criminal law;
· activities
creating better understanding between communities, including through
interreligious and intercultural activities and projects focusing on
coalition building;
· dissemination and awareness raising activities.
