Hercule III Programme - “Training and Conferences” - HERCULE-TC-2017-01
Objectives and description
The Hercule III Programme is an EU programme adopted by Regulation 250/20141 of the European Parliament and the Council. The general objective of the Hercule Programme
which is implemented by European Anti-fraud Office OLAF is to protect
the EU’s financial interests and thus enhancing the competitiveness of
the Union’s economy and ensuring the protection of the taxpayers’
money.
The
"Training and Conferences" Call for Proposals in 2017 invites national
and regional administrations as well as research and educational
institutes and other non-profit making entities to submit applications
for one of the following three topics:
HERCULE-TC-2017-01: Targeted, specialised training
Developing
targeted specialised trainings to create networks and structural
platforms between Member States, candidate countries, other third third
countries and international public organisations in order to facilitate
the exchange of information, experience and best practices among staff
employed by the beneficiaries. The information and best practices shall
relate to, amongst others, the risks and vulnerabilities the Union's
financial interests are exposed to as well as investigation practices
and/or prevention activities.
HERCULE-TC-2017-02: Conferences
Organising
conferences (i.e. conference, seminar, colloquia, round-tables and
workshop) to create networks and structural platforms between Member
States, candidate countries, other third third countries and
international public organisations in order to facilitate the exchange
of information, experience and best practices among staff employed by
the beneficiaries. The information and best practices shall relate to,
amongst others, the risks and vulnerabilities the Union's financial
interests are exposed to as well as investigation practices and/or
prevention activities.
HERCULE-TC-2017-03: Exchanges of staff
Organising
staff exchanges between national and regional administrations (in
particular, in neighbouring Member States) to contribute to the further
development, improvement and update of staff's skills and competences in
the protection of the Union’s financial interests.
Eligible participants - Minimum conditions
The bodies eligible to receive grants under this call are:
· National or regional administrations
of a Member State which promote the strengthening of action at Union
level to protect the financial interests of the Union; and
· Research and educational institutes and non-profit-making entities
provided that they have been established and have been operating for at
least one year, in a Member State and promote the strengthening of
action at Union level to protect the financial interests of the Union.
A legal entity or body may submit only one application under this call.
Funding conditions and duration
The overall budget in 2017 for "Training and Conferences" amounts to EUR 1 000 000.
The minimum threshold for the total budget of an action submitted in an application has been set at EUR 50 000.
The grant will not exceed 80% of the total eligible costs.
The action has to start before the end of 2017 and shall not take more than 15 months.
Deadline of proposals' submission
The deadline for the submission of application is 9 August 2017, 17:00 Brussels time.
The application has to be submitted by making use of the Participant Portal.
