Objectives and description
The
Directorate General for Communications Networks, content and Technology
of the European Commission has published a call for tenders for a
“Study on using millimetre waves (mm waves) bands for the deployment of
the 5G ecosystem in the Union.” — SMART 2017/0015.
Bands
above 24 GHz (so-called mm waves) are suitable for short-range wireless
communications at very high speeds utilising a very high bandwidth.
Following the planned actions in the 5GAP on making radio spectrum
timely available for 5G services, the Commission should issue relevant
technical harmonisation measures for spectrum bands above the 24 GHz
which need to be accompanied by an impact assessment.
In
September 2016, the Commission launched a 5G Action Plan (5GAP)1, a
strategic initiative for the EU which calls on all stakeholders, private
and public, small and large, in all Member States, to meet the
challenge of making 5G a reality for all citizens and businesses as of
the end of this decade. In particular, the 5GAP aims at boosting EU
efforts for the deployment of 5G infrastructure and services across the
Digital Single Market by 2020.
The objective of this study is to
support the Commission in assessing the impacts of technical
harmonisation of high-priority mm wave bands (including the 26 GHz, 32
GHz and 40 GHz bands) in support of the 5GAP. It will put particular
scrutiny on incumbent services (such as satellite or fixed wireless) and
their coexistence with new 5G terrestrial services in terms of
aggregate socio-economic benefits and costs.
Eligible participants - Minimum conditions
Natural and legal persons
from one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated value is 150 000.00 EUR excluding VAT and is not subject to renewal.
The total duration of the tasks is 14 months.
Deadline of proposals' submission
The deadline for submission of tenders is 25 August 2017.
You must submit your tender exclusively on paper, in one original and 4 copies and 1 copy in electronic format (USB stick).
Tenders must be submitted:
- Either by post. In this case the postmark will be proof of compliance with the deadline.
- Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
- Or by Hand Delivery.
In this case Proof of receipt, signed and dated by the official in the
central mail department who takes delivery will constitute proof of
compliance with the deadline.
