Objectives and description
The
European Commission, Directorate-General for Communications Networks,
Content and Technology, is launching a call for proposals in order to
award grants in accordance with the priorities and objectives defined in
the multiannual work programme in the field of common interest under
the “Connecting Europe Facility (CEF) Trans-European Telecommunications
Networks” - CEF-TC-2017-3.
CEF
supports trans-European networks and infrastructures which fill the
missing links in Europe’s energy, transport and telecommunications
sectors. It is a key EU instrument to promote growth, jobs and
competitiveness through targeted investment at European level.
Projects in the field of telecommunications aim
at facilitating cross-border interaction between public
administrations, businesses and citizens, by deploying Digital Service
Infrastructures (DSIs) and broadband networks. Supported projects will
contribute to the creation of a European ecosystem of interoperable and
interconnected digital services that sustain the Digital Single Market.
The CEF-TC-2017-3 call sets aside funding for four priorities:
· eInvoicing
The
call aims to promote the uptake of compliant eInvoicing solutions by
public and private entities, which will facilitate the implementation of
the European standard (EN) on electronic invoicing and the set of
ancillary standardisation deliverables, as mandated by the eInvoicing
Directive.
· eTranslation
this
topic aims to complement and extend the coverage of generic services
funded under the 2016 Work Programme. In particular it aims to support:
o language resource projects that facilitate language resource identification, processing and collection in the Member States
o Integration
projects that reference implementations and showcases for making online
services multilingual with existing technology. Proposals must work on
existing systems (CEF DSIs and/or national online services and portals
related to CEF services), use eTranslation (alone or in combination with
other/commercial machine translation systems) and apply other language
technologies than machine translation.
· Europeana
this topic aims to support user-oriented projects with one or both of the following objectives:
o to
provide tools for end users to highlight, share or enrich material
accessible through Europeana, such as tools to list personal favourites,
share discoveries on social media, upload personal memorabilia or
enrich descriptions (crowd-sourcing);
o to
produce concrete examples of re-use of the material accessible through
Europeana in other sectors, such as in research, education, creative
industries or tourism.
· Public Open Data
to
exploit public data and supercomputers as a first step to establish a
new generation of Digital Service Infrastructures (DSIs) supporting the
Digital Single Market priorities on supercomputers. Proposed actions
should aim to address the issue of scalable exploitation of the massive
amount of public and open data available and accessible from different
sources, including (but not exclusively) through the European Data
Portal. This will be achieved by associating datasets from e.g. public
organisations, sectors and countries with the capacity of supercomputers
(HPC - High Performance Computers).
Eligible participants
Only those proposals submitted by one of the following types of applicants are eligible:
Ø One or more Member States;
Ø With the agreement of the Member States concerned, international organisations, joint undertakings, or public or private undertakings or bodies established in Member States
eInvoicing
Proposals must be submitted by consortia consisting of at least two entities from one or more Member State(s).
eTranslation
Proposals
must be submitted by consortia consisting of at least two organisations
(public or private entities) based in two different Member States.
Europeana
Proposals
must be submitted by consortia consisting of at least three public
and/or private entities from three or more Member State(s).
Public Open Data
There are no minimum consortium requirements for this call.
Funding conditions and duration
The total indicative budget available for proposals selected under these calls is EUR 24 million.
eInvoicing
The
indicative amount to be allocated on the basis of this call for
proposals to projects of common interest in the field of trans-European
telecommunications for the eInvoicing generic services is ?10 million.
eTranslation
The
indicative amount to be allocated on the basis of this call for
proposals to projects of common interest in the field of trans-European
telecommunications for the eTranslation generic services is ?6 million.
Europeana
The
indicative amount to be allocated on the basis of this call for
proposals to projects of common interest in the field of trans-European
telecommunications for the Europeana generic services is ?2 million.
Public Open Data
The
indicative amount to be allocated on the basis of this call for
proposals to projects of common interest in the field of trans-European
telecommunications for the Public Open Data generic services is ?6 million. Funding will be limited to a maximum of ?2,500,000 per action.
Deadline of proposals' submission
The deadline for submission of applications is 28 November 2017.
Proposals must be submitted electronically using the TENtec eSubmission module.
