Objectives and description
The
Directorate General for Communications Networks, Content and Technology
has published a call for proposals for the Pilot project “European
platform on vulnerable people in the Information Society: mapping best
practices and socio-economic impact for the empowerment” -
PPVPIS-2017-AG.
The overall objective of this pilot project is to
develop and disseminate widely an interactive catalogue of best
practices and online map of Europe that summarises the existing best
practices that take place at local, regional or national level to better
integrate vulnerable/disadvantaged groups in the digital society across
the 28 EU Member States and also to identify areas where no initiatives
exist to tackle digital exclusion and where vulnerable people are
therefore more at risk of exclusion.
In the context of this project, the following people are considered vulnerable:
· people with disabilities;
· elderly people;
· marginalised young people and children (based on socio –economic status);
· unemployed or those facing social problems;
· migrants.
Eligible activities
Types of activities eligible under this call for proposals:
· prototyping, deployment and testing/validation actions;
· conferences, seminars;
· awareness and dissemination actions;
· actions aiming at the creation and improving of networks, exchanges of good practices;
· studies, analyses, mapping projects;
· research activities.
Eligible participants - Minimum conditions
Only applications from legal entities established in the EU Member States are eligible.
Applications may be submitted:
· by a single legal entity;
· by a consortium made up of several legal entities; or
· by one applicant,
whether established specifically or not for the action, which is formed
of several legal entities complying with the eligibility, non-exclusion
and selection criteria set out in this call for proposals, and
implementing together the proposed action, provided the application
identifies the said entities.
Budget and duration
The total budget earmarked for the co-financing of projects is estimated at EUR 750.000.
The grant will be defined by applying a maximum co-financing rate of 80%.
The Commission expects to fund 1 project.
The maximum duration of projects is expected to be 24 months.
Deadline of proposals' submission
The deadline for submission is 25 September 2017, at 17.00 (Brussels time).
Exceptionally proposals must be sent on paper, there is no electronic submission for this topic.
Applications must be submitted in 5 copies (one original clearly identified as such, plus 4 copies). Applications must be submitted:
- Either by post. In this case the postmark will be proof of compliance with the deadline.
- Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
- Or by Hand Delivery.
In this case Proof of receipt, signed and dated by the official in the
central mail department who takes delivery will constitute proof of
compliance with the deadline.
