Objectives and description
The
European Foundation for the Improvement of Living and working
conditions has published a call for tenders for “The provision of
research studies on lot 1: trust in institutions in the 21st century and
lot 2: social cohesion and well-being in Europe” - 170702/170703/4393.
The European Foundation for the Improvement of Living and Working Conditions (Eurofound)
is a tripartite European Union Agency, whose role is to provide
knowledge to assist in the development of better social, employment and
work-related policies. Eurofound was established in 1975 by Council
Regulation (EEC) No 1365/75, to contribute to the planning and design of
better living and working conditions in Europe.
Eurofound provides
in-depth analysis of developments of European societies in terms of
trust and tensions, community engagement and cohesion as an answer to
concerns expressed by its stakeholders regarding the effects of the
economic crisis to the cohesion of the social fabric. Eurofound’s work
includes the monitoring of the quality of life and data collected via
its European Quality of Life Survey (EQLS). From
its conception and the first wave in 2003, the EQLS has applied a
framework that brings together individual assessments of quality of life
and views on quality of society, and subjective and objective aspects
of well-being.
This call for tenders aims at the provision of research studies in the following fields:
· Lot 1: Trust in institutions in the 21st century
The research will address trust in instititions and in particular in
national institutions and other institutions listed in the EQLS: since
2007, trust is measured in national parliament, government, lgal system,
and the police; items introduced in subsequent survey waves cover local
authorities, banks, humanitarian or charitable organisations, and news
media.
· Lot 2: Social cohesion and well-being in Europe
To
provide in-depth analysis of European societies in terms of social
cohesion and social tensions, and in terms of perceived social exclusion
and community engagement. To analyse the links between societal
characteristics (quality of society) and well-being of different social
groups.
Eligible participants - Minimum conditions
Natural and legal persons
from one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated value is 110 000.00 EUR excluding VAT and is not subject to renewal.
In particular the budget will be allocated as follows:
Lot 1: 55.000 EUR
Lot 2: 55.000 EUR
The total duration of the tasks for each lot is 9 months.
Tenderers may submit tenders for one lot only or for both lots. If tendering for both lots, a separate tender proposal and pricing
must be provided for each lot as different evaluation committees will
assess the proposals. Eurofound reserves the right to reject tender
proposals that are not provided separately.
Deadline of proposals' submission
The deadline for submission of tenders is 1 September 2017.
You
must submit your tender request to participate exclusively on paper, in
duplicate/triplicate (one marked “Original” and 1/2 copy/ies).
PLEASE NOTE THAT, if you intend to tender for both lots, IT IS REQUIRED ENTIRELY SEPARATE AND COMPLETE PROPOSALS FOR EACH LOT
Tenders must be submitted:
- Either by post. In this case the postmark will be proof of compliance with the deadline.
- Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
- Or by Hand Delivery.
In this case Proof of receipt, signed and dated by the official in the
central mail department who takes delivery will constitute proof of
compliance with the deadline.
