Objectives and description
The Directorate General for Communications Networks, Content and Technology of the European Commission has published a call for tenders for a “Study on the mechanisms that shape social media and their impact on society” - SMART 2017/0090.
The proposed study will analyse
the mechanisms that underpin the functioning of social media and how
they influence the role and use of social media in our society. It will
suggest options how to address challenges from social media grounded in
this understanding. The objective is to collect existing evidence and
expand the evidence on the precise nature of how social media and the
social networks they create influence judgments, decisions and actions
in society.
The action has four specific objectives:
· Understanding how information spreads on social media;
· Understanding the emergence of narratives and change of behaviour in the age of social media;
· Observatory of spread of information and user behaviour;
· Recommendations for a research agenda and for stakeholder actions.
The study will formulate recommendations for actions to be taken and for further research
as it might be required. The study will formulate preliminary
recommendation for pertinent stakeholders (including policy makers,
regulators, traditional media companies, social media companies, and of
course citizens using social media).
Eligible participants - Minimum conditions
Natural and legal persons
from one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated value is 300 000.00 EUR excluding VAT and is not subject to renewal.
The maximum duration of the tasks is 18 months.
Deadline of proposals' submission
The deadline for submission of tenders is 20 September 2017.
You must submit your tender exclusively on paper, in one original and 3 copies and 1 copy in electronic format (USB stick, pdf format).
Tenders must be submitted:
- Either by post. In this case the postmark will be proof of compliance with the deadline.
- Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
- Or by Hand Delivery.
In this case Proof of receipt, signed and dated by the official in the
central mail department who takes delivery will constitute proof of
compliance with the deadline.
