Objectives and description


The Directorate‑General for Energy of the European Commission has published a call for tenders for “Fighting energy poverty in the Ionian Adriatic macro-region” - ENER/C2/2017-463.

 

The project's aim is to provide a blueprint for making building renovations easier as well as increasing the energy share of renewables to 100 % in the macro-region.

 

Europe's more than 2700 islands can be considered living labs which can deliver a pipeline of energy investment projects across Europe. In order for islands experiencing energy poverty to be microcosms of economic, social and environmental transformations, they may often require assistance in aggregating smaller projects into island size packages and in mobilising the significant amount of funding and finance needed for a full energy transition. Energy transitions on Islands often benefit from low opportunity costs due to the existing high prices on conventional fossil fuels in contrast to the variety of renewable sources they may avail of.

 

However, despite a tremendous potential, too few islands in Europe succeed in developing and scaling up investment packages. A high degree of organisational, technical and financial innovation is needed to reach significant scale. A key gap is the lack of capacity for islands to transform their overall long-term ambitions into credible investment concepts. For islands in particular, very often with their unique contexts, they require considerable input to develop coherent investment concepts. In particular, public authorities have limited resources to access financial and legal expertise needed to collect additional data, develop investment programmes of scale i.e. pooling projects and/or to develop finance strategies with demonstrate sufficient maturity to enable access to different finance routes.

 

These concepts would allow a large number of islands and regions to access the various innovative financing streams which are being structured (e.g. PDA[1], ESIF[2] Financial Instruments, National Investment Platforms), to increase the absorption rates of EFSI  and  to access private finance.

 

Overall offer should develop a coherent strategy with time-specific deliverables and explain how these deliverables will lead to concrete results. These results and findings should be created through deep engagement with the wider region throughout the project lifespan. The offer should put forward a coherent statistical overview of the regions islands-energy use. This overview should define what criteria are to be assessed (e.g. GHG emissions, spending on energy, opportunity costs), how the data can be sourced and delivered - on specific timeframes - and how the findings will be communicated through forms of modern media.

 

Eligible participants - Minimum conditions


Natural and legal persons from one of the EU Member States and all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration


The estimated value is 1.000.000 EUR excluding VAT and is not subject to renewal.

 

The maximum duration of the tasks is 12 months.

 

Deadline of proposals' submission


The tender must be received no later than 4 October 2017.

 

You must submit your tender on paper, in one original and 4 copies, in one of the official languages of the European Union. A copy of the offer on a USB stick also has to be

submitted.

 

Tenders must be submitted:

  • Either by post. In this case the postmark will be proof of compliance with the deadline.
  • Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
  • Or by Hand Delivery. In this case Proof of receipt, signed and dated by the official in the central mail department who takes delivery will constitute proof of compliance with the deadline.
