Objectives and description


The Directorate-General for Health and Food Safety of the European Commission has published a call for tenders for the provision of a “Study on the exposure of children to linear, non-linear and online marketing of foods high in fat, salt or sugar” - SANTE/2017/C4/040.

 

The proportion of overweight and obese children in European Member States is worryingly high, and the proportion of the population who suffer from health issues due to obesity and weight problems continues to rise.

 

This study shall provide an accurate and reliable overview of the amount and types of marketing of HFSS foods to which children are exposed. This should take into account realistic assumptions and actual usage conditions. An analysis of the impact of those tools and their messages will be performed. This study will provide concrete support for the Member States to implement the strategy for Europe on nutrition, overweight and obesity-related health issues and the EU action plan on childhood obesity 2014–2020, that call for initiatives to curb inappropriate marketing of food to children.

 

The objective of the study is to provide answers to three sets of questions:

 

1.     How much is an average EU child exposed to digital marketing (including but not limited to advertising) of HFSS foods on online services (browsing the internet, connecting to social media, watching video-sharing websites, etc.)? What type of digital marketing of HFSS foods does an average child see in the EU? Are children specifically targeted? How far is digital marketing of HFSS foods appealing to children and how?

 

2.     How much is an average EU child exposed to commercial communications (including but not limited to advertising) of HFSS foods on non-linear audiovisual media services (video-on-demand, catch-up, etc.)? What type of commercial communications of HFSS foods does an average child see in the EU via non-linear audiovisual media services? Are children specifically targeted? To what extent is marketing of HFSS foods appealing to children and how?

 

3.     How much is an average EU child exposed to audiovisual commercial communications of HFSS foods watching linear audiovisual media services? What type of audiovisual commercial communications of HFSS foods does an average child see in the EU watching linear audiovisual media services? Are children specifically targeted? How far are audiovisual commercial communication of HFSS foods appealing to children and how?

 

Eligible participants - Minimum conditions


Natural and legal persons from one of the EU Member States and all natural and legal persons in a third country which has a special agreement with the European Union in the field of public procurement on the conditions laid down in that agreement.

 

Funding conditions and duration


The estimated value is 770.000 EUR excluding VAT and is not subject to renewal.

 

The maximum duration of the tasks is 20 months.

 

Deadline of proposals' submission


The tender must be received no later than 9 October 2017, 17:00 Brussels local time.

 

You must submit your tender exclusively on paper, in one original and 2 copies.

Tenders must be submitted:

  • Either by post. In this case the postmark will be proof of compliance with the deadline.
  • Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
  • Or by Hand Delivery. In this case Proof of receipt, signed and dated by the official in the central mail department who takes delivery will constitute proof of compliance with the deadline.
