Objectives and description
The
Directorate General for Communications Networks, Content and Technology
of the European Commission has published a call for tenders concerning a
“Study on opportunity and feasibility of an EU blockchain
infrastructure” - SMART 2017/0044.
The
EU Commission is looking carefully at blockchain developments with the
objective of setting the right conditions for the advent of an open,
innovative, trustworthy, transparent, and EU law compliant data and
transactional environment. This feasibility study will be carried out to
assess the opportunity, benefits, and challenges of creating at EU
level an enabling framework or infrastructure supporting
blockchain-based services.
The objective of this study is to
assess if, when and how blockchain technologies may help public
authorities to deliver European services and implement policies in an
optimised way. The study will provide a clear understanding of what type
of intervention is more suited and on the opportunity, conditions and
value added to support a EU blockchain infrastructure. To do so, the
study will examine the existing initiatives at national or local level
and will address how to dimension such an infrastructure at EU level,
including which services could run on such infrastructure.
Eligible participants - Minimum conditions
Natural and legal persons
from one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated value is 250 000.00 EUR excluding VAT and is not subject to renewal.
The maximum duration of the tasks is 14 months.
Deadline of proposals' submission
The deadline for submission of tenders is 19 January 2018.
You must submit your tender exclusively on paper, in one original and 3 copies and 1 copy in electronic format (USB stick).
Tenders must be submitted:
- Either by post. In this case the postmark will be proof of compliance with the deadline.
- Or by Courier. In this case the deposit slip of the courier office will constitute proof of compliance with the deadline.
- Or by Hand Delivery.
In this case Proof of receipt, signed and dated by the official in the
central mail department who takes delivery will constitute proof of
compliance with the deadline.
