Objectives and description
The
Directorate General for Energy of the European Commission has published
a call for tenders on “Benchmarking for mobilising investments in
energy efficiency” - ENER/C3/2017-442
The objective of the tender is to launch
dedicated studies to thoroughly benchmark and analyse different energy
efficiency market practices in the Member States in specific sectors
(for example concerning different renovation concepts or financial
instruments for renovation).
The
results of these studies should enable concrete cooperation between key
stakeholders on well-defined and pre-agreed topics. These dedicated
benchmarking studies should — apart from fostering cooperation actions
and identifying and promoting good practices — also include
recommendations in order to improve the current practices across the
Member States.
In
the process of benchmarking, the studies should identify the costs and
benefits of policies and measures in the Member States in the given
fields, and compare the results and processes of those studied "target
countries”. The participating countries should evaluate various aspects
of their existing energy efficiency market practices in relation to best
practice countries' processes, usually within a peer group defined for
the purposes of comparison. This then would allow countries to develop
plans on how to make improvements or adapt specific best practices.
Description of the procurement:
Work package 1: benchmarking studies on energy efficiency.
The
contractor will be asked to launch 4 specific benchmarking studies
covering the EU Member States, probably in different regional
configurations. At this stage, the following 4 topics have been
identified:

topic 1: benchmarking of different renovation concepts for the
renovation of similar apartment blocks. The main goals are to lower cost
and manage the quality of renovations,

topic 2: benchmarking of different financial instruments to unlock
private financing for energy renovation, also in the context of
supporting the most vulnerable consumers,
— topic 3: developing efficient district heating to improve energy efficiency and security of supply,
—
topic 4: developing a concept paper to establish a technical assistance
office to support the development of a strong project pipeline.
Work package 2: setting up steering groups for benchmarking studies on energy efficiency.
Eligible participants - Minimum conditions
Natural and legal persons from
one of the EU Member States and all natural and legal persons in a
third country which has a special agreement with the European Union in
the field of public procurement on the conditions laid down in that
agreement.
Funding conditions and duration
The estimated value is 540 000.00 EUR excluding VAT and is not subject to renewal.
The maximum duration of the tasks is 36 months.
Deadline of proposals' submission
The deadline for submission of tenders is 19 January 2018.
